The Health Stores Ireland (HSI) network of over 200 independent retailers in Ireland has recently put in place a supplier development and product innovation programme called Guaranteed Healthy. This programme was developed by the HSI Network in response to a number of recent factors including but not limited to:

  • A desire to develop and grow the network's range of own brand products;
  • Supply chain risk that has arisen following Brexit; and
  • A desire to work with new, emerging and existing suppliers to continue to offer the best, healthiest products to our discerning customer base across the island of Ireland.

The supplier development programme will be seeking new and emerging product lines on a rolling basis across our category lines. This isn’t a one-off annual campaign for public relation purposes with some benefits for successful suppliers. Instead, it is a core part of our long-term business strategy.

The focus of this programme is on mutual, long-term value creation for suppliers and our network operators across Ireland. We have scalable options for micro producers and want to work with suppliers to help them grow to the point that they are comfortable. We can accommodate listings on a regional as well as national basis, but do not expect people to scale up the way multiples often demand.

Project Description

The Guaranteed Healthy Supplier Development Programme works as follows:

  1. The application process operates via the Sluamor marketplace, which is open to anyone.
  2. Anyone can see the opportunities and submit queries and clarifications once they sign-up for the free subscription.
  3. Anyone wanting to submit an application must take out one of the paid subscriptions in order to proceed. This is an annual cost with no additional fees applicable for other opportunities that may arise via Sluamor over the course of the year.
  4. Candidates will be invited to engage in a development dialogue. This will comprise samplings / reviews. Not decision will be made until the step is completed.
  5. The network will select which lines they wish to carry and will agree a supply programme that suits their production capacity and the network's capacity to absorb product volume.
  6. Products that are successful will go onto an initial listing in a subset of the HSI network for testing, trialling. After this period, the selected products will be available to the wider network on demand. There are a few ways this can be facilitated logistically.
  7. Prospective suppliers can elect to propose options for Health Stores Select (our own brand range) and/or their own brand.

At this time, HSI is focusing on the Beauty & Skin Care Products. Options that will be considered include but are not limited to the following:

  1. Scrubs
  2. Cleansers
  3. Serums
  4. Toners
  5. Moisturisers
  6. Lip balms and treatments
  7. Shave gels
  8. Deodorants
  9. Shampoos and soaps
  10. Hair dyes
  11. Toothpaste
  12. Cosmetics

Prospective suppliers are invited to indicate their interest by submitting a proposal via Sluamor. In addition, all queries must be raised through Sluamor. The platform will ensure that all clarifications are shared with all suppliers interested in this opportunity.

HSI are keen to work with suppliers of innovative products, based in Ireland or other parts of the world. However, while HSI will feature selected products prominently in the pilot stores and promote them, HSI is seeking to develop collaborative relationships. There is a co-dependency, and so producers that are skilled at promoting footfall into HSI stores to help their product to sell, will do the best from this programme.

Prospective suppliers must be able to:

  1. Drop ship their product to HSI stores directly from across the island of Ireland, using only an agreed subset of the HSI network initially as part of a pilot, and then expanding to the wider network as agreed with HSI;
  2. Meet all relevant safety, packaging and related standards and requirements pertaining to cosmetic products; and
  3. Support ordering of product listings from the set of HSI stores to which they have agreed to supply.

Evidence of the above will be sought as part of any agreement.

Business Requirements

The HSI Network is looking for producers or distributors of Beauty & Skin Care Products with new and emerging innovative product lines.

Prospective suppliers should consider the typical customer of the HSI network. Apart from the population at large, they are often people with specialty diet requirements that are poorly catered for in mainstream mass-market supermarkets. Products should complement the traditional health store offerings and may be considered listed with existing suppliers.

Each supplier must provide the following:

  1. An overview of the products to be provided, outlining why each is a good fit for the HSI Network, and their route to market preference (e.g., as part of the Health Stores Select range, or via their own brand.
  2. The unit price proposed for each product listing, which cover all costs including delivery.
  3. Evidence that they are robust and capable of scaling to meet the delivery requirements of the contract.
  4. Evidence that they can meet all relevant safety, packaging and related standards and requirements pertaining to cosmetic products, e.g., including but not limited to:
    1. Health Products Regulatory Authority’s requirements regarding labelling, traceability, storage, transport, and safety.
    2. Irish and EU regulations pertaining to the production, import, distribution and sale of cosmetic products.
    3. Clear English language facing labels.
  5. Details on how they’ll assist in the promotion of their listings.
  6. Details on how they’ll support the receipt of orders from each of the HSI stores.
  7. Details on how they'll support HSI retailers if a customer experiences an undesirable effect.
  8. Confirmation that they are tax compliant and have relevant insurances in place, or will be able to do so prior to being awarded a contract.

Key Risks, Constraints & Dependencies

The value of the contract included here is an estimate of 20 unit sales per store per week at €3.50 per unit across 30 stores over 12 weeks. It is included here for guidance purposes only so prospective suppliers can realistically gauge and scale product for pricing purposes.

The HSI Network makes no guarantees that any supplier candidate will be selected for its Guaranteed Healthy Programme. Suppliers will only be selected if HSI determines that a candidate supplier is a compelling choice for its network of retailers, based on the information provided by the supplier via Sluamor, or thereafter during the development dialogue stage which will comprise samplings / reviews.
